EV Symposium 2026 Speakers

Patrick Monaghan
Patrick brings 24 years of experience in the public sector and utility fleet industry. Over the course of his career, he has led major initiatives to centralize and streamline fleet operations, enhance customer service, and optimize fleet size and utilization. He joined the New York Power Authority in January 2025, where he is leveraging his expertise to advance and modernize NYPA’s fleet, with a particular focus on the transition to a zero-emission fleet. Patrick holds a bachelor’s degree in public administration from Empire State University. He lives in western New York with his wife and their three children.

Max Hendrix
Max oversees new business and strategic partnerships for Circuit throughout the Northeast and holds a BA in Economics & Philosophy from the College of the Holy Cross. He has helped Cities from Massachusetts to New York build and design effective Micro transit programs using 100% electric fleets. He also has extensive experience helping to write and win millions in grant funding for municipalities that enable them to launch innovative micro transit pilots.

Shawn Matthew
Shawn Mathew is the IT Director at Long Island Cares, where he leads technology strategy and infrastructure to support efficient, large-scale food distribution across Long Island. His work focuses on implementing practical, scalable solutions that enhance operations, including evaluating and supporting the transition to more sustainable fleet models. With direct experience aligning technology with mission-driven logistics, Shawn offers a real-world perspective on EV fleet readiness, infrastructure considerations, and the operational impact of electrification.

Brent Taylor
Brent Taylor is the Assistant Commissioner for Citywide Fleet Operations and Sustainability Infrastructure for the City of New York. Brent is a career fleet and operations professional with over 23 years of experience in the public and private sectors. He has overseen risk management operations for Enterprise Rent-A-Car in Dallas, Chicago, and Washington, D.C. Brent launched General Motors’ urban mobility portfolio in New York in 2017. He also launched the operational and logistics arm of Parcel Inc. (acquired by Wal-Mart in 2017), and managed fleet operations for Time Warner Cable (now Spectrum) in NY and NJ. Brent has assisted New York City Emergency Management logistics operations following Hurricane Sandy and the Citywide response to COVID-19. He has most recently overseen the install of 250 DC fast chargers throughout the five boroughs.

Jim Hineson
Jim Hineson serves as a Sustainability Coordinator within the Central Automotive Division (CAD) of the Port Authority of New York and New Jersey. With more than 25 years of hands-on experience in public sector fleet operations, Jim plays a key role in advancing shop efficiency, equipment lifecycle management, vehicle donations, and deployment of advanced diagnostic and training tools across seven strategically located facilities in the New York and New Jersey region that overseeing the maintenance and operation of a fleet comprising over 3,000 vehicles and equipment assets..
In addition to his operational leadership, Jim is a member of the Port Authority’s fleet sustainability efforts. As a Sustainability Coordinator, he helps drive the agency’s ambitious fleet electrification strategy, researching and piloting cutting-edge technologies including idle mitigation systems, biodegradable lubricants, hydrogen and battery electric vehicles, mobile and solar-based EV charging infrastructure, and renewable fuels.
His work ensures that technologies are thoroughly tested and validated before fleet-wide adoption—helping the Port Authority of NY & NJ remain an industry leader in clean transportation innovation. Jim also leads the CAD outreach program, promoting sustainability best practices across the agency and engaging internal and external stakeholders through events such as the Fleet Sustainability Expo, inter-agency partnerships, and workforce development initiatives.
