FSC Appoints New Executive Director for Inclusion and Chief Diversity Officer

Farmingdale State College (FSC) is pleased to announce that Phillip Culver has been appointed executive director for inclusion and chief diversity officer, effective March 2, 2026.  

Reporting to President Robert S. Prezant, PhD, Culver will provide strategic leadership to advance college-wide diversity, equity, inclusion and belonging, and will oversee institutional compliance with federal and state civil rights laws including Title VI, VII, IX in conjunction with FSC administration.  

Culver joins FSC from Nassau Community College, where he served as senior director, civil rights and belonging, providing systemwide leadership and oversight for civil rights, ethics, accessibility, compliance, and minority- and women-owned business programs. His work has been deeply rooted in advancing inclusive practices aligned with Title VI, VII, and IX, as well as the Americans with Disabilities Act. With extensive experience in organizational leadership and change management, Culver has held senior roles in human resources and compliance for organizations such as Delta Air Lines, Inc., TIAA, and Dow Chemical Company. He holds multiple professional certifications in human resources, change management, Title VI and IX, equal employment opportunity, investigations, and related areas.

Culver earned an Executive MBA from Hofstra University and a Bachelor of Business Administration in Management and Marketing from Pace University. He is currently completing his PhD in Organization and Management at Liberty University.
