Welcoming Phillip Culver as Executive Director for Inclusion and Chief Diversity Officer
To the Campus Community:
I am pleased to announce that Phillip Culver, senior director for civil rights and
belonging at Nassau Community College (NCC), has been appointed FSC’s executive director
for inclusion and chief diversity officer effective March 2, 2026.
Reporting to me and in collaboration with the College Cabinet, Phillip will provide
strategic leadership to advance college-wide diversity, equity, inclusion, and belonging.
He will also oversee institutional compliance with federal and state civil rights
laws including Title VI, VII, and IX in conjunction with legal affairs, risk and compliance,
and human resources.
In his current role at NCC, Phillip provides systemwide leadership and oversight for
civil rights, ethics, accessibility, compliance, and minority- and women-owned business
programs. His work has been deeply rooted in advancing inclusive practices aligned
with Title VI, VII, and IX, as well as the Americans with Disabilities Act. With extensive
experience in organizational leadership and change management, Phillip’s professional
background includes senior roles in human resources and compliance. He holds multiple
professional certifications in human resources, change management, Title VI and IX,
equal employment opportunity investigations, and related areas. He is an active member
of the National Black MBA Association, the American Association for Access, Equity,
and Diversity, and the College and University Professional Association for Human Resources.
Phillip earned an Executive MBA from Hofstra University and a Bachelor of Business
Administration in Management and Marketing from Pace University. He is currently completing
his PhD in Organization and Management at Liberty University.
I would like to extend my sincere thanks to Andrea Tew for her outstanding leadership
and service in overseeing the Office of Diversity, Equity, and Inclusive Excellence
over the past several months. I would also like to acknowledge and thank the search
committee, led by Ron Jackson, EdD, and all members of the campus community for their
contributions and patience throughout this process.
