Fiscal Year 2022-23 Budget

To Faculty and Staff:
As you may be aware, we recently provided the FY22-23 budgets to account managers
across the campus. In sum, for the first time since 2019 we are providing account-level
allocation for OTPS expenses. We are also restoring support for NYS travel, have reinstated
the Provost’s professional development fund, as well as provided funds for strategic
initiatives and equipment. We also have a multitude of capital projects underway across
campus including improvements to parking lots, laboratories, classrooms, and residence
halls, as well as brand new instructional, research, and community engagement space.
Even amid these challenging times it is hard not to feel the excitement on campus.
In terms of the budget, please continue to utilize the procurement pre-approval process
that we’ve had in place for the duration of COVID until we post allocation to your
accounts. We first need to receive approval from SUNY on our budget submission and
we expect that this might take until late September or early October. We are still
tracking expenditures very carefully and I would ask that you please continue to work
with your supervisors to be sure any submitted purchasing requests were indeed funded
in this year’s budget. Any instance where funds were not spent toward an approved
project may provide an opportunity to move to the next item on the list, even if this
is in another department. We will also be utilizing our suite of financial management
tools in order to track expenditures against budget and will have ample opportunity
to make adjustments as the year goes on. With that said, we also understand that circumstances
may have changed since budgets were submitted. For Initiatives or requests that were
not included in your initial budget but that would be critical for success in the
coming academic year, please work with your supervisor/chair/dean/VP in order to explain
these changing circumstances and advance the request for consideration.
By way of background, SUNY puts a limit on our total allocation for the year and we
need to work diligently to maximize the value we get from this allocation for the
greatest number of people across campus. Some IFR accounts for which allocation had
been provided in previous years may not see allocation this year in the initial budget.
However, this is a fluid environment and should an opportunity present itself that
merits transfer of allocation we can take advantage of those IFR cash balances to
support a given strategic investment.
In addition, as the campus works toward the Managed Print Initiative, many Konica Minolta printers will gradually be phased out. Until that occurs, departments
will still receive invoices from New York Business Systems (NYBS) for devices that
are still in use. While allocation was not provided for these expenses during the
budget review process, the Budget Office will backfill allocation as these invoices
are received in order to continue to support printing. To request additional allocation,
please submit an Allocation Transfer as these invoices are received.
We will continue to face challenges in the coming months as our economy reels from
a global financial crisis, protracted inflationary pressures, and a very challenging
labor market. I have confidence that the same positive community spirit that has helped
us endure these last two years will prove to, once again, serve as our foundation
for success as we enter this next academic year.
