ON-CAMPUS EMPLOYMENT

In the section that says "until_________" use the date indicated on your I-20 as a completion date for on-campus employment.

OFF-CAMPUS EMPLOYMENT WITH WORK AUTHORIZATION

Use the employment permission expiration date for off-campus employment. For optional practical training, international organization permits for F-1's and economic necessity employment, employment permission will be an Employment Authorization Document (photo employment card) issued by USICE. For curricular practical training or the pilot off-campus program, employment permission will be documented on the back of your I-20 ID Student Copy.

You should also copy the USICE admission number from your I-94 or I-20 onto the I-9 form. Bring your passport, I-20 from the Farmingdale State University, and I-94 to your employer within 3 days of your date of hire. Your employer will complete the I-9 to indicate that they have seen an unexpired foreign passport with attached employment authorization. They should note your admission number from the I-94 and indicate "F-1 (on- or off-) campus employment" on the I-9.

TAXES-WITHOLDING

For the W-4 form, F-1 students are responsible for federal and state income taxes on all earnings unless there is a tax treaty between the United States and the home country. More details on treaty provisions may be found in the Government Documents Section of Greenly Library at Farmingdale State University.

If no tax treaty applies, students should generally fill out one exemption each for federal and state taxes, and sign the form. You can file a tax return for a refund if you have overpaid. Students who benefit from a tax treaty should complete the W-4 with the help of the payroll clerk; you will also need to complete a form 8323. No FICA social security taxes should be withheld for F-1 students who are non-residents for tax purposes. Generally students become residents for tax purposes after they have been in the US for 5 years.

SOCIAL SECURITY/TAXPAYER IDENTIFICATION NUMBER
A Social Security Number or Taxpayer Identification Number is often required to open a bank account and a Social Security Number is also required to file papers necessary to work on-campus during your studies.

To Obtain a Social Security Number

International students and scholars with U.S.-earned income are required to submit income tax returns to the U.S. Internal Revenue Service (IRS) by April 15th of each year, to account for income earned in the previous year.  This reporting requirement involves one or more IRS forms and the gathering of wage statements and related supporting documents necessary for preparation.  Students and scholars who did not earn US income are still required to report their ‘exemption’ to the IRS.  Although the International Services office does not offer tax advice, we would like to highlight those services available to assist international students and scholars in preparing their US income tax forms. 

The purpose of a Social Security Number (SSN) is to help the government keep track of an individual’s earnings in the U.S. for tax purposes.  If you are eligible for employment, then you must apply for an SSN in person at a local Social Security office and provide both originals and photocopies of documents pertaining to your immigration status.

The purpose of providing these documents is to establish your age, identity and immigration status.  The federal government now requires that you also prove employment eligibility by providing an offer of employment.  The chart below lists the required documents to apply for an SSN:

Other Information

The 800 telephone number for Social Security is physically located in Baltimore, so they cannot give you information about the local SS Office, and an SSN cannot be given over the phone.  It takes several weeks to receive a card.  You may obtain an application for an SSN at the International Services office before visiting the SS Office. 

Caution against fraud

Remember that the SSN is primarily for reporting your US income.  Show your SS card to your employer when you start a job so your records are correct.  The Social Security Administration keeps your number and their records confidential.  You should be careful about sharing your number with anyone who asks for it, even when you are provided with a benefit or service. Many private services use your SSN for purposes of identification, such as a cellular phone provider. Others may need to evaluate your credit rating, such as a bank or loan agency.  However, identity theft is one of the fastest growing crimes in America. When a dishonest person has your SSN, the thief can use it to get other personal information about you. Most of the time identity thieves use your SSN and your good credit to apply for more credit in your name. Then, they use the credit cards and do not pay the bills. You do not find out that someone is using your SSN until you are turned down for credit, or you begin to get calls from unknown creditors demanding payment for items you never bought.  Someone illegally using your SSN and assuming your identity can cause a lot of problems. In summary, the procedure to obtain a SSN is as follows:

    • The Center for International Students & Study Abroad(CISSA) Director will provide the primary F-1 visa holder the following documents to take to the Social Security Office:
      1. Form I-20
      2. Statement from school DSO … re: the nature of the employment and identification of the employer and that student is in good standing.
      3. Employment Authorization Stamp
    • The student must provide the following documents:
      1. Passport
      2. Visa
      3. I-94 card
      4. Institutional ID # and Semester Receipt.
      5. Statement from employer …re: nature of work, beginning and ending date of employment
      6. Statement of Department Chair …re: relevance of employment to student's curriculum
      7. EAD if available
    • Summary: The following documents must be presented to the SS Office:
      1. Passport
      2. Visa
      3. I-94 card
      4. Form I-20
      5. Statement from school DSO … re: the nature of the employment and identification of the employer and that student is in good standing.
      6. Institutional ID # and Semester Receipt.
      7. Statement from employer …re: nature of work, beginning and ending date of employment
      8. Statement of Department Chair …re: relevance of employment to student's curriculum
      9. Employment Authorization Stamp (from Director International Education)
      10. EAD if available
